La nouvelle mouture de la licence EULA concernant le contrat d'achat au détail marque la fin de la transférabilité du logiciel Office 2013.
L'édition française du contrat de licence n'a pas encore été entièrement actualisée sur le site, mais on peut toutefois lire ceci:How can I use the software? We do not sell our software or your copy of it – we only license it. Under our license we grant you the right to install and run that one copy on one computer (the licensed computer) for use by one person at a time, but only if you comply with all the terms of this agreement. Our software license is permanently assigned to the licensed computer.
Can I transfer the software to another computer or user? You may not transfer the software to another computer or user. You may transfer the software directly to a third party only as installed on the licensed computer, with the Certificate of Authenticity label and this agreement. Before the transfer, that party must agree that this agreement applies to the transfer and use of the software. You may not retain any copies.

En outre le site Computerworld a obtenu confirmation par écrit via email:Comment puis-je utiliser le logiciel ? Nous ne vendons pas notre logiciel ni votre copie de celui-ci. Nous le concédons uniquement sous licence. En vertu de notre licence, nous vous concédons le droit d’installer et d’exécuter cette copie unique du logiciel sur un seul ordinateur (l’ordinateur concédé sous licence), afin qu’il soit utilisé par une personne à la fois, mais uniquement sous réserve que vous respectiez tous les termes du présent contrat. Notre licence de logiciel est attribuée de manière permanente à l’ordinateur concédé sous licence.

That’s a change from previous Office versions, which entitled you to reassign licenses between devices you own, as long as you do so no more than every 90 days.
S'applique par exemple à Office Famille & Etudiant 2013, Office Famille & Entreprise 2013, etc.
Mais ne soyez pas surpris... d'après le gourou précité, ce ne serait qu'un alignement sur les licences Corporate. Donc à priori tout le monde sous la même toise dans un souci d'égalité cher à certains groupuscules, sauf que là c'est du nivellement par le haut
